Governor Wolf Signs "Clean Slate" Bill – Sealing Non-Convictions and Certain Nonviolent Cr
By signing House Bill No. 1419, Governor Wolf initiated a new process for sealing criminal records. The law will seal charges that did not end in a conviction, as well as low-level nonviolent crimes after 10 years.
The law will not operate as an expungement. Rather, it will seal the records from public view. Police, courts, and prosecutors will still have access to the records.
Importantly, the law allows those with a sealed record who are asked about it to “respond as if the offense did not occur.” The exceptions to these responses include criminal justice agencies.
